Welcome to the Prophcies/Factions item generation system for caster weapons. Almost every caster weapon you find will be junk like that.

That staff is practically a 20/20 Death Magic staff without the ability to wand for damage and without compatibility with Adept Head. It is somewhat limiting it's usability but if you don't plan to use Adept Head or wand for damage you'll see no difference in it's performance compared to one that would have a matching requirement. As such some of rare skin 20/20 staffs with unmatching requirement still have some decent value, not as oddball collector items but as actually somewhat useful pieces. Shadow Staff however is on the lower end among them since FoW is always heavily farmed.

Talking about actual rarity, in Prophecies and Factions any multiprofession Staff (one that can drop with requirements for different professions) has it's inherent HCT mod selected from a list covering most attributes from all 5 caster professions, with the same chance for every attribute HCT. So for every one with matching req and hct you'll find 16 or 17 (can't remember exactly at the moment) unmatching ones, some of which will at least be from the same profession. The chances are much better for staffs that drop only for one profession since they will only have HCT mod selected from that professions' attributes.
